Why you fight Percival
Fandom's Trainers page says that once you reach proficiency 3, you must talk to Percival and defeat him to increase that weapon proficiency further.
The normal proficiency cap is level 3. Further upgrades require Percival's Recommendation, which lets you continue with one weapon type. Advancing past level 3 locks the other two weapon proficiencies, and the maximum proficiency level is 10. Once you learn Proficiency 4 for a weapon type, you cannot raise the other weapon types.
Proficiency upgrade cost
Each proficiency upgrade costs 15 Insight, 2 Stat Points and Marks. The Marks amount varies, so check the trainer. The Light, Medium and Heavy Weapon Trainers are also at Whispering Hills.
